Frontline 9 Consulting was built from lived experience, shaped by the realities of the frontline and the lasting impact the career carries long after the call ends.
Through her work as a paramedic since 2014, and as the spouse of an advanced care paramedic, Samantha Zahra has experienced this profession from multiple perspectives, not only within the role itself, but in the way it extends into everyday life. That perspective was further shaped by her own experience with an occupational stress injury, a period that required her to step away from the work and ultimately navigate the decision to return. It was during that time that she gained a clearer understanding of the gap that exists between what organizations intend to provide and what is experienced by public safety personnel.
What became evident was not a lack of commitment, but a lack of alignment. The effects of that misalignment are not isolated. They influence leadership, shape culture, and ultimately determine the overall health and sustainability of the organization.
That realization became the foundation for this work.
Frontline 9 Consulting exists to help close that gap by strengthening the systems that support first responders. This work is grounded in a commitment to organizational health and wellness, ensuring that those who serve are supported in a way that is consistent, credible, and sustainable over time. The founder has intentionally developed the knowledge and expertise to pair lived experience with education and evidence-based practices, allowing her to guide organizations with both perspective and precision.
Grounded in lived experience as a first responder, the mission of Frontline 9 Consulting is rooted in a clear purpose: to strengthen the one who leads, support the nine who carry the work forward, and ensure they are brought back, not only from the call, but sustained over the course of a career. In this way, the health of the organization shapes not only how it serves, but how its people are supported, how they endure, and how its communities are ultimately protected.
